The NCJA is governed by an Advisory Council comprised of the high level state and tribal officials designated as their jurisdiction's representatives. In addition, NCJA's general membership elect twelve regional representatives. The Council elects 16 members to the Board of Directors and the NCJA's president appoints up to two more at-large Board members to oversee the NCJA's activities.
The states and territories of the United States are organized into four regions for purposes of electing regional representatives to the NCJA advisory council. The four regions are:
NORTHEASTERN: Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont.
SOUTHERN: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, Commonwealth of Puerto Rico, South Carolina, Tennessee, Texas, Virginia, Virgin Islands, and West Virginia.
MIDWESTERN: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.
WESTERN: Alaska, American Samoa, Arizona, California, Colorado, Guam, Hawaii, Idaho, Montana, New Mexico, Nevada, Commonwealth of the Northern Mariana Islands, Oregon, Utah, Washington, and Wyoming.
