Policy: Prisoner
Reentry
Because most incarcerated offenders eventually return
to local communities, their failure to remain crime free often threatens
public safety. The goals of re-entry programs are to reduce
recidivism by strengthening communities and assisting offenders to find
job training, employment, housing and treatment and assist states in the
management of prison and jail populations by reducing the number of
repeat offenders committed to custody, thereby limiting the total
population.. To be successful these efforts should begin with
transition planning while offenders are still incarcerated, and must
continue in the community with assistance from all levels of government,
faith communities and community agencies. Communities must prepare
for growing numbers of ex-offenders by creating linkages focusing on
housing, jobs, family counseling and treatment. Successful
re-entry demands close supervision to reinforce accountability and to
ensure recidivism reduction.
