Overview

In partnership with the Federal Emergency Management Agency (FEMA) of the US Department of Homeland Security (DHS), the National Criminal Justice Association (NCJA) is delivering regional workshops across the country designed to increase awareness, expand knowledge and improve skills in the administration of FEMA grant-funded programs.  The DHS Centralized Scheduling and Information Desk (CSID) sends announcements directly to eligible participants for workshop information including the curriculum level, target audience per workshop, eligible attendees, number of training days, breakout session topics and hotel/travel details.

Workshop Schedule for 2010

Additional workshops are being planned by FEMA during 2010 (tentatively late spring/early summer). The exact curriculum, including specific topics and breakouts, have yet to be decided by FEMA.  The proposed workshop delivery dates are currently being considered by FEMA and, if approved, the contracting process will begin to select workshop sites.  As soon as a final curriculum and 2010 schedule are approved by FEMA, it will be published by the DHS CSID and on NCJA's website.

BASIC FUNDAMENTALS WORKSHOPS DURING CALENDAR YEAR 2009

Basic Fundamentals Workshops (for those with 1-2 years homeland security grants management experience):  During Calendar Year 2009, the FEMA Grant Programs Directorate (GPD) Training Branch and NCJA offered basic-level training opportunities through a series of workshops for the Eastern, Central and Western Grantees.  The Basic Fundamentals Grants Management Workshop is designed for those with one to two years of homeland security grants management experience.  This two-day curriculum will meet the needs of newly hired staff across the country by providing a more detailed approach to concepts and principles from the existing grants management technical assistance program.  We will cover the primary elements of the Grants Management Business Cycle, including but not limited to the following:  funding acquisition, subrecipient solicitation and selection, application and award, monitoring, project modification, payments, reporting, audits and close-out.  The workshop length is 2 days.

Eastern Grantees (Grantees in FEMA Regions I, II, III, and IV):  Tuesday, April 28 and Wednesday, April 29, 2009.  The location is the Crowne Plaza Hotel – Perimeter NW, 6345 Powers Ferry Road in Atlanta, Georgia (COMPLETED)

Central Grantees (Grantees in FEMA Regions V, VI and VII):  Wednesday, May 27 and Thursday, May 28, 2009.  The location is the Sheraton Chicago NW, 3400 West Euclid Avenue, Arlington Heights, Illinois  60005 (COMPLETED)

Western Grantees (Grantees in FEMA Regions VIII, IX and X): Tuesday, June 2 and Wednesday, June 3, 2009.  The location is the Hilton Long Beach & Executive Meeting Center, 701 W. Ocean Boulevard, Long Beach, CA 90831 (COMPLETED)

Target Audience/Participants

Participants include direct recipient and subrecipient organizations with responsibility for the administration of federal funding from FEMA.  These organizations attend as teams and are comprised of the policy, program and financial grants management disciplines within those organizations.
