Meet NCJA's Leadership

The NCJA is governed by both a Board of Directors and an Advisory Council comprised of experienced criminal justice practitioners. These volunteer leaders give countless hours of their time to help guide NCJA in its mission. As part of a continuing effort to introduce these leaders to the entire membership, NCJA has begun a revolving interview series.  We invite you to check back regularly to learn more about our leaders, their goals for the NCJA and their expertise. All of the current interviews are listed in the navigation area to the left.

NCJA President David Steingraber

David Steingraber is the executive director of the Wisconsin Office of Justice Assistance (OJA).  In this capacity Mr. Steingraber oversees policy development and grant administration in Wisconsin’s criminal justice, juvenile justice, homeland security and VAWA grant programs.  OJA is also home to the Wisconsin Justice Information Sharing (WIJIS) program, the state’s Statistical Analysis Center, and the Sex Offender Apprehension and Felony Enforcement (SAFE) team. Prior to his current position, Mr. Steingraber served nearly 30 years as chief of police in three Wisconsin police departments before being appointed to head the Division of Law Enforcement Services in the Wisconsin Department of Justice.

NCJA Vice President Roland Mena

Roland M. Mena is the executive director of the Montana Board of Crime Control. The Crime Control Board serves as the Governor’s state administering agency responsible for criminal justice policy development, planning, coordination and juvenile justice and victim assistance. In this position Mr. Mena has focused the Board’s efforts on issues of jail overcrowding, re-entry and diversion, disproportionate minority contact in the juvenile justice system, technical assistance to tribal communities and improvements in crime reporting. Prior to becoming Executive Director for the Board Mr. Mena served as the Montana single state agency director for grants from the Substance Abuse and Mental Health Services Administration.

Immediate Past President David Jones

David Jones is the executive director of the North Carolina Governor’s Crime Commission. The division serves as the state administering agency for the block grant funds assigned by the Governor to the Commission.  He has been with the Commission for almost thirty years and has conducted research and drafted policy recommendations in a variety of criminal justice areas including alcohol and drug abuse, sentencing and alternatives to incarceration, jail and prison overcrowding, juvenile and adult recidivism, and violent crime, particularly school violence. He has also worked extensively over the past few years in the development of integrated criminal justice information systems.
